You run errands, pick up people, take out rivals, and slowly earn trust with different criminal factions.

The city is split across three islands. You complete 50 storyline missions across Portland, Staunton Island, and Shoreside Vale. Each area unlocks as the story moves forward. You work for the Mafia bosses, a corrupt cop named Ray, a businessman named Donald Love, and Yakuza contacts on Staunton. No single faction stays loyal for long — betrayals stack up fast.

Outside the main story, Claude takes on payphone missions given by street contacts like El Burro, King Courtney, and D-Ice. Side activities include driving ambulances, putting out fires, and completing off-road vehicle challenges. One hundred hidden packages are scattered across Liberty City, and collecting them in sets of ten unlocks weapons near your safehouse. There are rampages to survive, stunt jumps to clear, and vehicles to track down for import/export garages.

The Definitive Edition layers on several control improvements that the 2001 version never had. You get GTA V-style targeting and lock-on aiming, an updated weapon and radio selection wheel, a minimap where you can set waypoints, and the ability to restart a failed mission instantly. Textures were rebuilt using AI upscaling, and the lighting system got a full overhaul. The city looks noticeably cleaner. That said, the release had a rough launch, drawing criticism for character models, technical bugs, and performance issues. Patches have addressed some of it since.
